Peoples Initiative - NPICC is a non-partisan, people-powered movement dedicated to promoting genuine democracy, transparency, and accountability through the constitutional right of People’s Initiative.
We believe that sovereignty resides in the people, and citizens must have a direct voice in shaping laws and policies that affect our nation. Our goal is to educate, organize, and mobilize communities across the Philippines to participate meaningfully in democratic reforms.
Through peaceful, lawful, and coordinated efforts, we gather support, inform the public, and empower every Filipino to take part in national transformation — one signature, one voice, one step at a time.

Our Mission
The NPICC under the guidelines of the 1987 CONSTITUTION Article 6 section 1&32 r.a.6735 Comelec Resolution No.2300.R.A 7160 heading up the 10 Million plus Filipinos to Address the transition of government system to a better Constitution.

PEOPLE’S INITIATIVE ACT NO.001 OF NOVEMBER 28,2023 AN ACT ENACTED BY THE GENUINE PEOPLE’S INITIATIVE AUTHORITY (PIA) TO PROTECT THE SOVEREIGNTY OF THE PHILIPPINES ON EXTERNAL AND INTERNAL INTEGRITY, PUBLIC HEALTH SAFETY AND INHERENT RIGHTS, IN A JOINT CONGRESS OF THE NATIONAL FEDERATED PEOPLE’S INITIATIVE COMPOSED OF THE REPRESENTATIONS FROM THE PEOPLE’S INITIATIVE BARANGAY COMMITTEE LEVEL, MUNICIPAL COMMITTEE LEVEL, DISTRICT COMMITTEE LEVEL, PROVINCIAL COMMITTEE LEVEL, REGIONAL AND THE NATIONAL COMMITTEE LEVEL DURING THE PUBLIC CONSULTATION HELD NOVEMBER 28,2023 AT LIWASANG BONIFACIO WITH SIGNATURE PETITIONS


CHAPTER I THE PEOPLE’S LAW
SECTION I. This Act shall be known us the PEOPLE’S INITIATIVE ACT of 2023
SECTION II. Declaration of People’s Act and Policies-
a. This Act shall terminate, disapproved, dissolved the following foreign and internal policies that undermine the 1987 Constitution as the Philippines is a sovereign, democratic and a republican state:

c. The people convened a PEOPLE’S CONGRESS enacted November 28, 2023 at the LIWASANG BONIFACIO can now declare a new government system and elect new sets of leadership when given duty and responsibility became futile legally persecuted by the people’s highest court the PEOPLE’S COURT OF JUSTICE.
d. The AUTHORITY and power of our elected officials are merely DELEGATED authority and power coming from the people and if the people can DELEGATE authority and power the people can also RECALL the AUTHORITY AND POWER and the PEOPLE CAN DIRECTLY exercise its authority and power.
e. As our Constitution is superior to our legislatures, so the PEOPLE are superior to our constitutions, Indeed the superiority, in the last instance, is much greater, for the PEOPLE possess over our Constitution, control in act, as well as right. At the local level, the Local Government Code (RA 7160) IS SUPERIOR TO THE LOCAL GOVERNMENT UNITS. BUT THE PEOPLE IS SUPERIOR TO THE LOCAL GOVERNMENT CODE and the PEOPLE can amend or change it through the system of “PEOPLE’S INITIATIVE” pass to the PEOPLE’S CONGRESS. Through this, the PEOPLE CAN DIRECTLY LEGISLATE LOCAL LAWS AND ORDINANCES.
CHAPTER III DECLARATION OF PEOPLE’S AUTHORITY
SECTION 1. This act provides the People’s Initiative to constitute authority and responsibility at all times provided under the guidelines of the law and Constitution. (R.A 6735)
b. People’s Initiative can act without protocols or courtesies to any branch as a co-parallel government.

c. SOVEREIGNTY as the “THE SUPREME, ABSOLUTE, AND UNCONTROLLABLE POWER” by which any independent state is governed it is likewise the PARAMOUNT CONTROL” by which of the Constitution and frame of government and its administration.
d. Stated and say it again, THE PEOPLE IS SOVEREIGN AND SUPREME., The “people’ has the right to exercise above the Constitution, above Congress, above Senate, above all Courts and Supreme and even above the President of the Philippines.
e. As our Philippine Constitution is superior to our legislatures, so the “PEOPLE” are superior to our Constitutions. Indeed, the superiority, in this last instance, is much greater; for the “PEOPLE’ possess over our Constitution, control in act, as well as right. The “PEOPLE” can form a PEOPLE’S CONGRESS, and the people can “DIRECTLY ACT” as a “PEOPLE’S CONGRESS.
CHAPTER IV RIGHT GOVERNANCE AND ADMINISTRATION
SECTION 1. The “PEOPLE “, wish to reiterate that in a democratic and republican state, only the PEOPLE are sovereign.
a. The sovereignty of the “PEOPLE” is indivisible. It is Not the elected President, not the elected Congress, not this unelected Court. Indeed, the sovereignty cannot be reposed in any organ of government. Only its exercise can be delegated to any of them. In this case the PEOPLE delegated the PEOPLE’S CONGRESS the exercise of the sovereign power to amend or revise the Constitution and imposed foreign policies and intervention.
b. The PEOPLE does not lack this fraction of power to substantially amend the Constitution by DIRECT ACTION. When by then SOVEREIGNTY, ALL POWER EMANATES FROM THE PEOPLE by all means can make decisions both internal and external affairs.
CHAPTER V THE GENUINE PEOPLE’S INITIATIVE AUTHORITY TO DECLARE THE VALIDITY OF LAWS
Section 1. The law provided for three kinds:
a. The PEOPLE can directly initiate constitutional amendments.
b. The People can directly pass NATIONAL LAWS.
c.. The PEOPLE to directly initiate the passage of BARANGAY, MUNICIPAL, CITY, DISTRICT, PROVINCIAL, REGIONAL, NATIONAL ORDINANCES.
d. The PEOPLE CAN EXERCISE POWERS OF CONGRESS AND THE VARIOUS SANGUNIAN without the need to get elected as legislators.
e. The PEOPLE to initiate the passage of a NATIONAL LEGISLATION, the draft law must be signed must be pass to the PEOPLE’S CONGRESS determined by the signature petitions of its local representations.
f. Whether a commission is required to validate the number of signatures to be genuine, in this very crucial times there is none enough time to address but to use any possible and available source to support the qualification under the PEOPLE’S AUTHORITY AND MANDATE THAT THE GENUINE PEOPLE’S INITIATIVE ITSELF PROCLAIMS ITS GIVEN AUTHORITY DIVINELY AND WITH THE WISDOM OF AN ORGANIC WAYS AND MEANS THAT IS AVAILABLE TO IMPLEMENT. CHAPTER VIII THE IMPLEMENTING RULES, GUIDELINES AND ADMINISTRATIVE
SECTION 1. Authorized body to suspend or terminate.
The People themselves through the available organized body enacted by the GENUINE PEOPLE’S INITIATIVE “THE PEOPLE’S CONGRESS” administered by the appointed GENERAL COUNCIL.
b. With about 10 Million consolidated signatures all over the Philippines representing the more or less 110 Million presented as evidence to the Historical Event held at SUPREME COURT from MAY 4- JULY 7, 2022.
a. The PEOPLE can immediately act as the first instance authority before any order from THE PEOPLE’S COURT OF JUSTICE can suspend any threat to health, external or internal security protocol.
CHAPTER IX THE IMPLEMENTER, AUTHORIZED ORGANS AND COURTS

SECTION 4. Date of effectivity. This Act shall take effect upon confirmation to all government instruments with 5 working days from today November 28,2023.
